Job Description
Alloy Partners is a venture builder with a radical thesis: that we can build and scale advantaged companies in partnership with corporations and entrepreneurs.
In partnership with Huntington Bank, we are validating StealthCo – a financial forecasting and treasury management solution built specifically for small-to-midsize municipalities. The thesis: municipal finance teams are keeping overly conservative cash reserves because they lack the time and tools to forecast their liquidity needs with confidence. As a result, they're leaving significant interest income on the table that could benefit their communities by not investing excess cash in higher-yield accounts.
We heard consistently that municipal CFOs and treasurers are overwhelmed by day-to-day accounting work and cannot dedicate time to building the financial controls and forecasting infrastructure necessary to optimize their cash management. StealthCo aims to provide "financial forecasting in a box" – enabling municipalities to confidently identify and invest excess cash while maintaining appropriate liquidity buffers.
We're looking for a Municipal Finance Expert to lead a 3-month validation sprint with 2-3 design partner municipalities.
The goal: build Excel-based financial forecasting models tailored to each municipality's unique fund structure and budget complexity, deliver cash flow forecasts with sufficient confidence that a municipal finance director feels confident to invest excess cash into a higher-yield account and document everything learned about data access, process requirements, and product viability.
This is a hands-on role for someone who has built municipal budgets and forecasts from scratch, can earn the trust of government finance professionals, and thinks systematically about how to translate manual financial work into scalable products.
What You'll Do:
In this role, you’ll partner directly with a small number of municipalities during a structured validation period to understand their cash flow realities, financial constraints, and decision-making processes. You’ll apply deep municipal finance expertise to help partners improve visibility into short- and medium-term cash positions and inform smarter cash management decisions.
Specifically, you will:
- Work hands-on with 2–3 municipal partners to assess current budgeting, forecasting, and treasury practices
- Build and iterate practical financial forecasting tools tailored to each municipality’s structure, data environment, and governance requirements
- Collaborate with finance leaders to translate complex financial data into clear, actionable insights
- Identify patterns, gaps, and constraints in municipal financial workflows that inform future product design
- Document learnings related to data access, approval processes, stakeholder dynamics, and scalability considerations
- Contribute to shaping the long-term product vision by grounding it in real-world municipal finance needs and behaviors
Success in this role is defined by earning the trust of municipal finance leaders, delivering tools and insights they find credible and usable, and generating validated learnings that support the development of a scalable solution.
Municipal Finance Expertise
- Experience working within county, municipality, or state finance, including direct experience building financial forecasting models from scratch (12-month rolling cash flow forecasts, multi-scenario modeling, sensitivity analysis, and treasury management/excess cash investment decision support).
Advanced Financial & Technical Skills
- Advanced Excel/financial modeling to build complex, multi-tab forecasting models with dynamic formulas, scenario toggles, and visualization.
- Balance sheet reconciliation and cash flow analysis to tie out fund balances, identify discrepancies, and ensure model accuracy.
- Treasury management knowledge of cash management strategies, investment vehicles (ICS accounts, CDs, money market funds), liquidity management, and collateralization requirements.
- Data integration mindset for working with messy data exports, cleaning/standardizing data from multiple sources, and documenting data flows for future automation.
Preferred skills:
- Client-Facing & Communication Skills: Consultative approach with track record of building trust with finance executives, communicating complex concepts to varied audiences, presenting to senior government officials and leadership, navigating public sector processes, and uncovering needs through active listening.
- Entrepreneurial & Product Mindset: Systematic thinking to document and scale manual processes, comfort with ambiguity and scrappy independent execution, product intuition for Excel-to-MVP transition, with prior startup/innovation experience as a strong plus.
- This is a 3-month 1099 contract
- Flexible work location within the United States, with occasional on-site engagement with clients as needed.
