Description
The Program Manager will lead the local implementation of the Safe Choices initiative in Kazakhstan. The role combines strategic representation, partnership development, media engagement, and strong operational execution.
Key Responsibilities
Strategic Program Leadership & Implementation:
- Spearhead the end-to-end strategic rollout of the Safe Choices pilot program in Kazakhstan, ensuring all milestones are met according to the global roadmap.
- Define and adapt operational workflows to ensure seamless integration between PR, research, and international teams.
- Identify and mitigate potential socio-political risks that could impact the initiative’s reputation or operational viability in the region.
Stakeholder Management & Institutional Representation:
- Act as the primary high-level representative for Safe Choices in Kazakhstan, engaging with government bodies, international NGOs, and institutional stakeholders to secure buy-in and formal support.
- Architect a partnership ecosystem that includes media leaders and key influencers to amplify the initiative’s impact and visibility.
- Lead advocacy efforts to position Safe Choices as a thought leader in gender issues and domestic violence prevention within the national NGO landscape.
Operational & Financial Governance:
- Exercise full accountability for the local budget, ensuring cost-effective resource allocation and rigorous financial reporting in compliance with international audit standards.
- Oversee the quality and timely delivery of complex data-driven reports, presentations, and research findings for the Head of Project and international board.
- Optimize internal processes to support future scalability, creating a blueprint for the initiative's expansion into other international markets.
Cross-Functional Coordination & Team Excellence:
- Orchestrate cross-functional collaboration between local contractors and international support functions (PR, Finance, Research) to ensure a unified project voice.
- Provide mentorship and leadership to local teams (if applicable), fostering a culture of high performance and ethical standards in sensitive social sectors.
Qualifications
- Minimum 5+ years of experience in the social sector in Kazakhstan, preferably in gender issues, domestic violence, or women-focused initiatives.
- Strong understanding of the local NGO ecosystem, media landscape, and socio-political context.
- Proven experience in stakeholder engagement, public representation, project management, and budget oversight.
- High level of English proficiency.
- Readiness to handle operational tasks.
